Many poor people have no other choice besides holding a sign and hoping for the kindness of strangers.

For the over 4,000 people experiencing homelessness in Dallas on any given night, however, these soft-sounding labels have a sharp, devastating impact. Getting a ticket for merely trying to survive can result in fines that are nearly impossible to pay off, a suspended license and even an arrest warrant.

The new ordinance making it a crime to sit or stand on medians less than 6 feet and a litany of areas near the street is no different. By design it targets areas frequently used by poor people asking for donations. Decades of evidence and our own experience studying these issues demonstrate that ordinances like this will inevitably make the issue worse.

For our clients, the stakes are incredibly high. Alton Waggoner and Teri Heishman are combat veterans who served this country, but now rely on the kindness of their neighbors to survive. For Waggoner and Heishman, the First Amendment guarantees their ability to fight to survive by asking for help.is another one of those phrases that sounds good, but in practice hides a grim reality. Many poor people in Dallas have no other choice besides holding a sign and hoping kind strangers will help.
