The Container Dwell Fee has been delayed essentially since its creation, with port officials citing as the reason voluntary progress in reducing the number of containers at the terminals.
The fee, which port officials announced in late October, was initially set to begin Nov. 1. But they quickly delayed it until Nov. 15 to give ocean carriers, who would face the penalties, time to comply. When that date arrived, the ports then delayed it until Nov. 22.The fee is one of several efforts aimed at speeding the processing of cargo at the San Pedro Port Complex to eliminate a backlog of ships trying to deliver merchandise.
And port officials, who will monitor and reassess the fee’s implementation next week, are now bracing for a potential cargo surge. Both the LA and Long Beach ports have regularly broken cargo records since the second half of 2020, initially spurred by changing consumer habits during the coronavirus pandemic.The Port of Long Beach, for example, saw imports rise 9.2% in April compared to the same month last year, while empty containers — needing to return to Asia to be loaded up again — increased 16.9%.
And by the middle of summer, the ports will also have to deal with their traditional busy season, as retailers prepare for the winter holidays.
