The Earl of Shaftesbury, who owns the bed and soil of the lough, is travelling to Belfast on Wednesday to discuss its future with stakeholders.

The Shaftesbury estate has held ownership of the bed and soil of Lough Neagh since the 19th century, after the Chichester family took control in the 17th century. But the reality is, with almost two dozen bodies and organisations having interests in Lough Neagh, there is no clear structure in place for him to give it back to that could guarantee protection and restoration of the lough to the satisfaction of all.

Writing online last month, the earl said he was willing to “transfer” his ownership to a “charity or community trust model with rights of nature involved”, something that will take legislation and a lot of negotiation. The report has been with the Northern Ireland Executive since mid-June, but ministers have not yet agreed to it.
