Brandon Presha, 28, was arrested after police were tagged in a video on social media showing a juvenile getting a tattoo.
Latimore said Presha, who is not a licensed tattoo artist, was identified as the person giving the tattoo to the juvenile."It was an absolutely disgusting display," Latimore added.
Latimore said the owners of the McDonald's restaurant had only bought the business a couple of months ago. Police investigated the incident with the help of the South Carolina Department of Health and Environmental Control to ensure no safety or environmental laws were broken, Latimore added. "This is because DHEC does not have statutory authority to take action against unlicensed tattoo facilities. State law limits DHEC's authority to take action on a license and impose monetary penalties on the licensed tattoo facilities," the statement said.
