., Kelsey Raymond Robinson, 28, of Indianapolis, was stopped at 6191 S. State Street for unspecified traffic violations. The officer spoke with Robinson, then learned that the Chevrolet Captiva he was driving had been reported stolen. The officer called for backup, and a second officer arrived.
