The Thunderbolts are Ross' Avengers...
Summary SCREENRANT VIDEO OF THE DAY SCROLL TO CONTINUE WITH CONTENT There's an opportunity with Marvel's Thunderbolts to pay off origins from 15 years ago in the MCU, officially making them the Avengers' replacement for Phase 5. Having been teased as a new government-backed team of not-quite-heroes the Thunderbolts will soon debut in the MCU, named after the team of villains in the comics who sought redemption in the comics.
Although Thaddeus "Thunderbolt" Ross had no direct influence on the Thunderbolts' creation on the page, it seems the MCU will likely correct what's become a widespread assumption by making Ross a central figure for the team on the screen. After all, the US general turned Secretary of State will soon become President of the United States in Captain America: Brave New World which will directly connect to Marvel's Thunderbolts.
Despite the project going haywire thanks to Banner, it was established that Ross was looking for a team of Super Soldiers who could help protect the nation and its interests. He effectively wanted his own Avengers initiative, albeit with military personnel he could control hence the experimentation on Emil Blonsky . However, it seems as though the debut of the Avengers and Ross' own promotion to Secretary of State put the project on halt in the years that followed.
Bucky's Thunderbolts Leadership Pays Off General Ross' Avengers Dream It's very likely that the Thunderbolts will serve as Ross' original Super Soldier dream finally realized now that he'll soon become President of the United States. After all, the team's confirmed roster is quite telling, featuring the exact kind of operatives Ross would be looking for in his very own version of the Avengers.
Yelena Belova's Black Widow and Taskmaster also fit for more tragic reasons as their origins made them appear obedient and controllable. Both are likely mercenaries following 2021's Black Widow which does mean loyalty, even at a cost. Ghost also fits to a degree, having originally been recruited by SHIELD to complete all kinds of black ops before its fall in Captain America: Winter Soldier.
