A bill in Sacramento would expedite construction of multi-family housing in certain coastal areas — and usurp the Coastal Commission's authority
Assemblymember David Alvarez carried a housing bill earlier this year that included a unique component.sought to give developers a streamlined process to build projects with greater density and height in return for setting aside units for lower-income residents. The difference with most other “density bonus” bills is this one did not exempt the California coastal zone.
“Every corner of the state needs affordable housing. That means the Coastal Act should not be used as an excuse to keep California’s coastal cities exclusively for the wealthy. We must prioritize a well-rounded approach for the future.” That has not quelled opposition from local jurisdictions and critics who say the measure will do little to create affordable units, but instead will result in expensive high-rise oceanfront housing.
The arguments are familiar: Many housing proponents say more supply, along with some mandated below-market-rate units, will ease housing prices. Opponents say that approach hasn’t moderated prices, and that increased density has resulted in congestion and diminished community character.Opponents say packing more homes and people along the coast will further threaten pristine local environments, cause congestion and increase pollution.
