Experts presented to the public a feasibility study that looked at consolidating Salem County school districts.
“This was a challenging experience because we were given the opportunity to study something that, in state history, has never been done,” said Vito Gagliardi, president of Porzio, Bromberg, & Newman, the law firm that conducted the study.
Most schools have a seating surplus, he said. The county’s racial makeup is also changing — Salem is becoming more diverse, as the white population is declining and the Hispanic population is increasing. It was recommended to create a 15-member governing board for the regional district, with one member per municipality, but with a weighted vote by population. Local school boards would remain as a bridge and advisory during the transitional period.
“There is a relinquishing to the regional board,” he said, “although some of that is mitigated by the governance .”
