Lance Royce had led the law enforcement unit of Naval Support Activity Annapolis. It is a position equivalent to campus police chief for the school, which has about 4,400 midshipmen. Ed Zeigler, a spokesman for Naval District Washington, which oversees support operations for the Navy in the capital region, said Friday that Royce no longer holds the police chief post.
Zeigler declined to elaborate on why the shift had occurred or whether Royce was forced out. The Capital Gazette reported Thursday afternoon that Royce had been fired. In late March, the Navy disclosed that Royce was under investigation in connection with a sexual harassment complaint. Zeigler said Friday the investigation had ended with findings that were “inconclusive.” Details about the complaint were unavailable. The spokesman said that investigation did not prompt the personnel move.Neither Royce nor a deputy chief responded to telephone messages seeking comment. A spokesman for the academy declined to comment.
The Navy’s police department in Annapolis is described as “a full-service law enforcement agency” that focuses on safety and security of the academy.
