Opinion: California's state budget process was supposedly fixed in 2010, but is still dysfunctional [Opinion]
in state funding over the next three years to prop up ailing local transit agencies, especially in the Bay Area — an idea Newsom, in turn, has ignored. That the two sides are in their own silos was underscored by the first sentence of The Associated PressThe fact that these policy and budget differences have been evident for months without either side feeling any urgency to resolve them by June 15, thanks to Proposition 25, is dismaying in its own right.
But it becomes even more concerning given the importance of the issues that divide the governor and legislators. He’s got a point when he says California needs to speed up its response to a hotter, drier era. They’ve got a point when they say that response needs to include transit systems that aren’t hobbled by debt. Couldn’t they have begun talking through these issues months ago? If only a proposition could be passed that somehow mandated more sense and better judgment in the Capitol.
