Opinion: Gov. Newsom, Legislature shouldn't stop with CEQA changes to help UC Berkeley students [Opinion]
Gov. Gavin Newsom and the Legislature are patting themselves on the back after Newsom signed legislation Monday — just three days after it was introduced — thata California Supreme Court ruling that would have imposed an enrollment freeze and sharp admission cuts at UC Berkeley.
The legislation makes sense. Students aren’t projects. But one can’t credit the swiftness of the action without thinking of everything the Legislature has failed to do over time, including failing to heed decades of calls from Democratic and Republican governors and others to reform CEQA so it can’t be used for costly, near-endless litigation. Carveouts allowing speedier processing of some housing projects and sports stadiums do too little to expedite construction during an affordability crisis.
And CEQA isn’t just used to block shelter. It’s used to block hospitals and green energy projects and by companies to monkey-wrench the plans of business rivals. Former Gov. Jerry Brown once called CEQA reform
