China’s National People’s Congress will move this week to strip Hong Kong of the legal autonomy the territory was promised, and on Wednesday the U.S. made clear that will have consequences. Secretary of State Mike Pompeo declined to certify that “Hong Kong maintains a high degree of autonomy from China,” which under U.S. law can trigger sanctions and the withdrawal of trade and other benefits.
