President Trump was unhappy with us the other day for suggesting the Taliban in Afghanistan might try to goad him into an impulsive withdrawal of all U.S. troops. Mr. Trump tweeted that the U.S. has been there 19 years and there’s nothing impulsive about it. That doesn’t ease the concern as the President heads into an election campaign looking for foreign-policy victories to tout.
Mr. Trump has long chafed at America’s foreign deployments, complaining in particular about their cost. But he has so far avoided any major withdrawal...
