In 2002, the Pennsylvania Department of Environmental Protectionwhat is called the Pennsylvania Heavy-Duty Diesel Emissions Control Program - citing the regulatory authority granted to the agency under the state’s Air Pollution Control Act, and the interest in meeting the standards of the federal Clean Air Act.
SB254 would head off any possible re-implementation of CARB standards by the DEP, declaring that the suspension will last through 2026, with the expectation that new federal standards will be issued in 2027 and Pennsylvania will fully abandon CARB rules. The bill is intended to provide certainty to engine makers as to what rules they will be following, and “prevent the stop-start that diesel engine manufacturers have been exposed to as a result of this,” Yaw said in the Senate Wednesday.
