Papatine considered himself the most powerful Sith Lord in Star Wars history, and the Force powers he possessed - both in canon and Legends - suggest he may well be right. For a thousand years, the Jedi believed the threat of the Sith had come to an end. They learned otherwise when Darth Maul emerged from the shadows in Star Wars: Episode I - The Phantom Menace, but it would be well over a decade before the Jedi realized the Sith had been growing in power for a millennium.
This power is all the more impressive given Darth Sidious regularly interacted with members of the Jedi Council, including Master Yoda himself. He became increasingly confident as the years passed; Palpatine even used the dark side in the Jedi Temple itself, as seen in E.K. Johnston's novel Queen's Shadow. Set shortly after the beginning of the Clone Wars, this sees Palpatine use the Force to compel Padmé's body-double Sabé.
If Force Lightning is indeed an outward manifestation of a Sith's character, then there is rich irony in the fact Palpatine's backfired on so many occasions. Mace Windu successfully reflected Force Lightning back upon the Emperor in Star Wars: Episode III - Revenge of the Sith, while Rey killed him in a Force Lightning feedback loop in Star Wars: The Rise of Skywalker. The Sith Lord's own anger and hatred killed him.
