What concerns Ms. Ziman, however, are the missed opportunities to prevent such crises before they arise. “We are tripping over red flags,” she says, noting that the Aurora gunman legally owned a gun despite a felony record of domestic abuse and that his threats to shoot up the plant were never reported to police.
