The car burst into flames after the driver smashed through gates and into a construction zone.
A witness told police that one of the drivers did not stop. The witness followed the car, a Chevrolet Tahoe, the approximate one mile from the intersection of River Road and Lincoln Avenue to the intersection of Rincon Street and N. Smith Street.
There, Kouroubacalis said, the driver went past road-closed signs and smashed through yellow metal barricades protecting a construction zone. The driver stopped, and his car caught fire.
