San Antonio Refinery executives say heavy rains and a power outage led to the spill. They say the cleanup is ongoing.

San Antonio Refinery, which operates near Mission San Juan, said the spill happened Friday, when the area was receiving significant rainfall. The refinery's stormwater treatment plant experienced a power outage during the storm, which resulted in the release of an unknown amount of contaminated water, the refinery said in a written statement. The refinery processes crude oil into a number of petroleum products, and the water that was released had been used in the refining process.
