Organised by Preston City Council and Cllr Philip Crowe, the mayor of Preston, the replacement coincides with Armed Forces Week.Peter was joined by his daughter Claire, Colonel David Waters and Adrian Phillips, chief executive of Preston City Council, for the presentation.
