The utility proposes to pull back in the northeast part of its service area, while expanding service to the southeast.

The recommendations call for SAWS to expand its wastewater services in the southeast part of its service area while pulling back wastewater service in the northeast part of its service area. In the northwest part of its service area, SAWS would continue to serve new developments on a case-by-case basis.
“These changes come from all the utility service agreements that come before the SAWS board that are in environmentally sensitive areas,” said Robert Puente, CEO of SAWS. “We don’t have ordinance-making power or land use authority. That comes from the city. But we do have control over our service area, and with direction from the city we can decide where we want to go.
There are 12,000 acres available for development in the southeastern corner of the county, and in the past five years there have been 13 utility agreement requests. In a survey of local landowners, developers and environmental groups, 62 percent were in favor of a SAWS expansion in that area.
