SNP ministers are considering hiking council tax on properties in band E or higher on a sliding scale of up to 22 per cent.
A Scottish Government consultation on council tax has been branded "pointless" as it does not consider scrapping the system and replacing it with a fairer alternative.
It comes as local authorities across Scotland grapple with huge budget deficits at a time of rising demand for essential services. It said the Scottish Government's consultation was a missed opportunity as it did not seek alternatives to the current system. "We believe that local authorities should have complete control over their local tax, including the rates, bands and form of the tax.
