President Donald Trump has fiercely resisted congressional efforts to punish Saudi Arabia over the killing of Khashoggi, a Washington Post journalist who was a critic of the Saudi government. Trump has doubled down on U.S. weapons sales to Riyadh, and last month he bypassed Congress to sell more arms to the kingdom, drawing bipartisan rebukes.
