Inaction by a now-defunct nonprofit charged with assessing the needs of homeless people and those at risk of homelessness failed to provide services in a timely manner, putting victims of domestic violence at higher risk, according to one state agency.

Even before the CoC Network of NWI closed, the IRS pulled its nonprofit status in May 2021 because the nonprofit hadn’t filed the required tax forms for three consecutive years, leaving no public record of how much funding the nonprofit received in its last years in operation or how those dollars were spent. Officials with the IHCDA said only the CoC Network of NWI would have those records.

Liggins agreed to speak with the Post-Tribune after she received a list of interview questions. She did not return multiple requests for comment once she was provided with that information.The September letter from the IHCDA to Liggins served as notice that the CoC Network of NWI was put on probationary status because it wasn’t meeting state metrics.

The letter also notes that, in reviewing data surrounding victims of domestic violence, Isaac and Garvey were “concerned that many households that have scored very high” in their risk assessment “and have a 2 or 3 for their lethality score have not been reassessed in over 100 days.” Additionally, Garvey said Liggins provided a response letter to the IHCDA but that could not be released to the Post-Tribune because the content was specific to CoC of NWI’s performance improvement plan.The coordinated entry system, “is about finding housing, and not the housing itself,” Emily Krauser, chief deputy director of programs for IHCDA, said during a video call with agency officials.

“People went back to their abusers and people remained unhoused because of their corruption,” Langton said. “We did the work for them and sent them the results, as did other agencies,” Langton said, adding representatives from the CoC Network of NWI would say they hadn’t received the documents, which had to be on paper, even when they were sent by registered mail.Representatives from other entities that worked with CoC Network of NWI had mixed experiences.

The worker, who requested anonymity out of concerns for their job, said when the CoC Network of NWI closed up, clients “didn’t know what to do. Some of them became homeless again after a year of providing their rent. Nobody told them what was going on.” Liggins, according to officials with the IHCDA, has not responded to a request from them about the status of her organization.

The four board members went unpaid, according to the form, and so did Liggins, as the only listed expense was $5,000 for a partnership for an internship through Indiana University-Northwest.
