Records show in 2017, before the high-rise opened, two windows broke, and a consultant said that as many as 50 percent of the windows could possibly break

around the building at C and Union streets with protective canopies while the investigation was going.

“My guess is, they are going to continue to have breakages for another 10 years,” he said. “But how much that will be, there is no way to predict.”In February, a Judicial Council spokesman said the state had concluded that the breakage rate of 0.11 percent was within industry standards, and that the risk of more glass spontaneously breaking in the future is low.

The records provided to the newspaper indicate that the glass was manufactured in 2015, which would put 2025 as the year when breakages would presumably lessen. The firm also said that the specifications for the tempered glass windows in the building called for a process called “heat soaking,” in which the manufactured glass is essentially baked for a period of time, then cooled. If there are any nickel sulfide stones present, they would break the glass at that point — before they are ever installed in the building.

As a result, the time frame for the warranty was adjusted, from a start date of March 2015 to October 2017. Ham said in November 2017, in response to a query from San Diego court officials, that “the industry experience is that the spontaneous breakage occurs in the first several years after installation, not over a very long period.”
