A lawmaker testified at the “ComEd Four” Tuesday that he became a “little frustrated” when he sponsored the utility’s key legislation in 2016 but was left out of some meetings convened by the staff of then-House Speaker Michael Madigan.

Rita said he was frustrated at time because he was not included in meetings arranged by Heather Wier Vaught, who served as Madigan’s top House lawyer before going into private practice. Rita said he wanted to learn more about the bill as it was being hammered out to get done in time to pass in the legislature’s fall 2016 veto session.
Although it is common for the speaker’s staff to help lawmakers put together major bills, Rita said Wier Vaught “wouldn’t have sent” the breakdown of the bill if the proposal would have gone “against” Madigan’s desires.He also said he knew Wier Vaught would give information and guide him on what would be expected by the speaker and to avoid what “wouldn’t be correct.”
“l knew Mike wouldn’t give me bad advice or have me do something that wouldn’t be in line with Speaker Madigan,” Rita said.
