Lloyds Bank has been given permission to make over the ground floor of its Church Street, Blackburn, branch opposite the Cathedral. A planning officers report recommending approval says: “The application site is a Grade II listed building located within Blackburn Town Centre and the Cathedral Conservation Area.
“The building is a large 19th century bank built in a classical style and constructed from stone with highly decorative stone dressings. This application seeks Listed Building Consent for minor internal works consisting of the removal of existing counters to create a reduced layout and open up areas for more independent banking.“New floor finishes to the customer facing banking hall, the cleaning of existing flooring and redecorating the walls is proposed.
“The significance of the building largely lies within its external fabric and its continual use as a bank. Whilst there are significant internal features including the large columns in the main banking hall, the bank has been modernised internally with features such as suspended ceilings and meeting rooms/spaces created with stud walls.
“It should be acknowledged that the modern additions are likely to retain but conceal the original features behind. The proposed changes will not impact directly or cause any additional harm to the historical significance of the listed building.”
