"That's good public policy for the rest of us, so that a rapist doesn’t go free because he happens to pick somebody who may not be a citizen of the United States," Rep. Ann Johnson, D-Houston, asked of the bill's sponsor, Rep. David Spiller, R-Jacksboro. "I thought we were all for eliminating rape."
