To prepare for the soggy future, engineers are turning to a more natural plan for flood control, forcing water to seep underground into natural aquifers.
Still, large spreading grounds aren’t always the right solution. In Los Angeles, there isn’t always the space for 150 acre-projects, so the water department has deployed strips of greenery along roadsides, shown above, to help water seep underground. LA is also developing a system of inflatable dams that will funnel stormwater into permeable structures under existing parks. Both of these smaller-scale projects would collect water and mitigate neighborhood flooding.
The solution to both California's drought, and the current biblical flooding, has been hiding underground all along. “I want to emphasize that people all over the world are working on this—this is not a new idea,” says Fisher. “I think we are a little bit slow sometimes in the States, and even in California, to adopt some of these measures. And part of it is that we've been able to get by for decades without doing this.” That luxury has clearly passed.
