The long-running dispute between Houston and the Texas General Land Office erupted again this month with a fight over spending benchmarks, and the land office is moving to strip another $91 million from the city’s coffers.
The GLO-city dispute boiled over again this month, involving spending benchmarks the city and GLO negotiated to measure the city’s progress. In a July 1 letter, the land office said the city missed the mark on seven of its nine programs, spending nearly $100 million less than it should have, according to the contract.The city has argued the GLO paints a misleading picture, though.
The city argues the benchmarks also rely only on the amount of money the land office has reimbursed, representing the last possible step in the process by which to measure the city’s progress. The city and land office negotiated and agreed to the benchmarks.
