, was the Foreign Secretary’s Special Representative on Climate Change from 2013 to 2017 and helped negotiate the landmark Paris Agreement in 2015 where world leaders pledged to limit global warming to no more than 2ahead of the latest COP summit, he called on Prime Minister Rishi Sunak to build on his eventual decision to attend in Sharm el-Sheikh, Egypt next week, by leading major economic powers in setting new climate targets and meeting their commitments to the developing world.

He said Mr Sunak could start by convening a new grouping of 25 of the world’s biggest polluters and richest nations. “Because there was a massive loss of trust, particularly at COP26 [in Glasgow] from countries like India saying ‘you guys haven’t produced it’. The crossbench peer will be playing a key role in COP27 negotiations through his role as head of the Energy Transitions Commission , a global coalition of major power and industrial companies, investors, environmental NGOs and experts. He will be meeting delegates from China, Japan and Australia at COP27.

Sir David argues that the UK was once a clear leader on climate change, most notably by introducing the world’s first legally binding commitment to curb greenhouse gas emissions through the Climate Change Act of 2008, which required an 80 per cent in emissions by 2050, compared to 1990 levels. He says the success of the COP27 summit will depend on the preparation done in advance and bilateral meetings between countries.
