Raw sewage was dumped into the waterways of Hyndburn more than 200 times last year, according to date from the Environment Agency.
Councillors Scott Brerton and Kate Walsh, both from the council's Labour group, tabled the motion, expressing concern about the impact of sewage dumping on the local waterways.
