Immigration minister Robert Jenrick said high figures were “partly due to temporary and exceptional factors like the UK’s Ukraine and Hong Kong schemes” but he said immigration was “dynamic” and required governments to be responsive to “changing behaviours”. “The fact is that legal migration is out of control and the British people didn’t vote for Brexit to replace mass migration from Europe with mass migration from the rest of the world,” he said in the Commons.
