It is a depressingly familiar story. Two years ago this weekend, the CQC announced the launch of a new maternity inspection programme, aiming to improve maternity services at local and national levels. He pointed out that the previous government’s ambitious target to halve the rate of stillbirths and neonatal deaths by 2025 is not on course to be met.
“We’ve recently seen reports of crucial resuscitation equipment that can’t be stored in rooms as there wasn’t enough space. Overall, the delivery of safe care in our has undoubtedly been compromised by understaffing.”The warnings came as as the UK’s leading midwifery expert said a plan to improve maternity services at a scandal-hit NHS trust had stalled amid dirty wards and an overreliance on junior staff.
CQC inspectors were told by international midwives at the Bedfordshire hospitals that they often felt excluded, and that it was normalised for colleagues from ethnic minorities to experience discrimination from colleagues. Bosses had not always taken action to address these issues, but have started to put actions in place since the watchdog raised this with them.
Mr Titcombe said: “The recurring issues in maternity services nationally include inadequate staffing levels, poor teamwork and communication, a failure to listen and respond to women, lack of appropriate training, and a culture that doesn’t always prioritise safety. Additionally, discrimination and racism, as highlighted at Bedford and Luton, exacerbate these problems and contribute to unacceptable inequalities in outcomes based on race and deprivation.
“That is what midwives and maternity support workers want too, every day, despite the challenges. They continue to work determinedly, against a backdrop of understaffing and under investment to deliver the best care they can.”
