JUST IN: Tropical Storm Fred forms in the Caribbean, strengthening as it lashed Puerto Rico with gusty winds and heavy rain, forecasters say.

At 11 p.m. Tuesday, it had maximum sustained winds of 40 mph and was around 215 miles east-southeast of Santo Domingo in the Dominican Republic. The storm was moving west at 17 mph. "Do not wait until the last minute to mobilize,” Nino Correa, Puerto Rico’s emergency management commissioner said. “We don’t want to have fatalities.”
