Tucson's police chief abruptly resigned Wednesday after video footage showed an April incident that led to the death of a man in police custody and many questions about how officers handled the incident.

“All employees have the right to resign at any time,” Magnus said. “However, the files of these officers reflect that the department would have terminated them had they not resigned.” The officers wrestled the 27-year-old Ingram Lopez to the ground, where they then handcuffed him and positioned him facing down.He is heard heavily breathing and crying out as one officer sits on his legs and another holds his arms behind his back.

Police noticed that Ingram Lopez, who they had covered with a disposable blanket, was not responsive. After administering Narcan in an attempt to reverse what they believed to be a drug overdose, the officers began CPR. Emergency medical technicians arrived and took over before Ingram Lopez was pronounced dead at the location.
