Allies of President Trump promoted a supposed Russian intelligence assessment declassified by the Director of National Intelligence John Ratcliffe on Tuesday that alleges Hillary Clinton devised a plan to tie President Trump to Russian hacking during the 2016 election—even though Ratcliffe himself acknowledged the report could be false or exaggerated.The intelligence was sent in the form of a letter from Ratcliffe to Sen.

The letter—which Ratliffe says is based on “insight into Russian intelligence analysis”—suggests that the Russians believed Clinton “approved a campaign plan to stir up a scandal against U.S. presidential candidate Donald Trump by tying him to Putin and the Russians’ hacking of the Democratic National Committee.”

Ratcliffe writes that the Russians believed Clinton devised the plan to “[distract] the public from her use of a private email server.” Trump allies, including Donald Trump Jr. and White House Press Secretary Kayleigh McEnany, immediately amplified the report, and conservative media jumped on the findings, without noting the questions about its validity:
