withheld foreign aid to Ukraine was an attempt to pressure the country into investigating an unfounded conspiracy theory related to the 2016 election.

Mulvaney added that the administration also withheld aid from Ukraine because Trump wanted European countries to pay more. Mulvaney went on to downplay the exchange. “I have news for everybody. Get over it. There’s going to be political influence in foreign policy,” he said. The situation has “gone from very, very bad to much, much worse,” House Intelligence Chair Adam Schiff said, NBC News reported.
