Ukraine's claim that Russia launched an intercontinental ballistic missile at its territory today - the first reported use of such a weapon during the war - is denied by a Western official.
A Russian analyst and nuclear arms expert has shared his thinking around why he thinks Moscow using an intercontinental ballistic missile against Dnipro this morning is unlikely. Pavel Podvig, a research fellow at the Center for Arms Control Studies at the Moscow Institute of Physics and Technology, said the use of an ICBM at a target so close 'does not make a lot of sense'. 'The distance from Kapustin Yar to Dnipro is about 800km.
' He also noted that many ICBMs have a minimum range they must travel...There's also been no suggestion that Moscow informed Washington of the strike in advance, something that is required under the terms of a 1988 agreement between the US and the Soviet Union.'The Agreement provides for notification, no less than 24 hours in advance, of the planned date, launch area, and area of impact for any launch of an ICBM or SLBM.
