Experts say 'it's straight from Moscow’s playbook'

has expanded Russia’s nuclear doctrine, claiming Moscow could consider using nuclear weapons if an attack on its territory is supported by a nuclear power.

The doctrine says any attack by a non-nuclear power supported by a nuclear power would be considered a joint attack, and that any attack by one member of a military bloc would be considered an attack by the entire alliance. Since changes to the doctrine were announced, comments made by Putin have been amplified by Russian officials.

In March 2024, when Putin was asked in an interview whether Russia was ready for nuclear war, he responded: “From a military-technical point of view, we are, of course, ready.”Russia has previously changed the doctrine in June 2020, which replaced a similar document adopted 10 years before, while this latest edition of the nuclear doctrine was already agreed in September.
