Later at a news conference, British Defense Minister Ben Wallace, with Esper at his side, said he would not predict Iran's intentions toward negotiations but noted that Iran is still holding a British-flagged vessel.Esper, in his prepared remarks, was making the case for the Trump administration's argument that the West must do more to counter what he called efforts by China and Russia to"disrupt the international order" to gain advantage.
