"The speech comes days after House Speaker Kevin McCarthy delivered remarks at the New York Stock Exchange, where he called on Biden and Democrats to negotiate with him on spending cuts to get a debt ceiling increase. Biden and McCarthy have only months to negotiate a deal to avoid the country defaulting on its debt obligations.
