its new passenger rail link from West Palm Beach to Orlando International Airport, with plans to begin passenger service along the 168-mile-long corridor this summer. Meanwhile, a Texas high-speed rail initiative is on life support, while California plods along toward a possible but unlikely start date in the early 2030s. The Florida experience carries some important lessons, at least for Texas.

Brightline is executing quickly because it is using existing transportation corridors, avoiding the need to acquire private property—potentially by using eminent domain. The Atlantic coast portion of Brightline’s route uses a right-of-way the company already owned and the inland section connecting to Orlando runs parallel to state Route 528. Brightline was able to lease the adjacent land from government agencies that own this highway.

Also, rather than terminate at Orlando’s city center, Brightline’s station is at Orlando International Airport, where arriving and departing passengers will be able to take advantage of all the ground transportation options available to fliers. Brightline’s next objective is to reach Tampa, which it can do by leasing land adjacent to Interstate 4 and using other existing rights-of-way.

This is a stark contrast to the approach proposed by Texas Central, another private operator, which hopes to link Houston and Dallas. Rather than run its trains along I-45, Texas Central chose a route running through farmland, necessitating the acquisition of private parcels, which, in many instances, would result in bisecting family farms.
