With the original Captain America now gone after Avengers: Endgame, however, Bucky now exists on his own, with Marvel Studios having the opportunity to further delve into his character. Bucky is in a unique position in the Multiverse Saga, considering his rich history and connection to the past.
Leading The Thunderbolts Is Very Different To Being Captain America Bucky being the leader of the Thunderbolts raises new questions about why he cannot be the next Star Spangled Avenger. Despite Steve explaining why he chose Sam to be the next Captain America, there were still arguments that Bucky deserved the mantle more. This was effectively addressed by citing that bestowing Bucky with such a massive responsibility would only hamper his rehabilitation process.
The answer lies in the differences in the responsibility between being the Thunderbolts' leader and being the next Captain America. There's pressure to live up to Steve's impeccable record as the Star-Spangled Avenger — something that Bucky will never be able to do, considering his harrowing past. It would be totally unfair to burden him with that kind of expectation knowing that it would be virtually impossible.
