Pelosi told CNN a Rules Committee meeting will be necessary to determine how debate and voting would work in the House during recess. It seems likely that members will be called back to Washington, D.C. if an aid package nears the finish line, but reconvening will take some logistical planning.
The text of the legislation will also have to be finalized once the key principles are agreed on, Pelosi noted. But even if a finalized measure passes the House, Senate approval is not assured, let alone agreement from President Trump.
