Make no mistake. The ultimate responsibility for the violence that took one life and injured 16 others rests with those who fired weapons. But the city failed, too. García said the event organizers didn’t have a permit and seven off-duty officers shouldn’t have received permission from supervisors to work at the event.
Hindsight is 20/20 but the jobs that off duty officers take have been a thorny issue for years. Officers work off-duty security jobs to supplement their pay, and the presence of off-duty officers can deter crime and quicken the response of on-duty officers if an emergency arises. However, city audits and internal reviews also have pointed out that off-duty officers sometimes take jobs at locations that conflict with the department’s general orders, and that’s unacceptable.
On Monday, García responded with a directive prohibiting off-duty officers from working events that require a permit if one is not issued and to inform the department’s special events unit about gatherings with 100 or more participants. In turn, the unit is required to pass the information along to division commanders.which took place about 11:30 p.m. Saturday in the 5000 block of Cleveland Road. Someone shot into the air, an argument followed and Kealon Dejuane Gilmore, 26, died.
