Considering the perceived speed that comes with using the web wings and the tighter turns that often need to be made when navigating the city streets, it's likely players will use traditional swinging for more control when closer to the ground. For those who do want to try exploring Marvel's Spider-Man 2's map, however, these lower wind tunnels can be extremely useful for getting the boost needed to gain height and speed.
