Ultimate control of Pokémon, with one tiny caveat.
The Pokémon anime has had its fair share of mysterious artifacts from ancient civilizations, but one of the most interesting was a mask and staff which allowed the user to completely control any Pokémon, even without catching the, making anyone, even Team Rocket's Jessie, a Pokémon Master-level trainer.

Brock thinks he can help fix the machine, and the woman fills them in on what she's out here looking for: the aforementioned mask and scepter, which once belonged to a beloved queen.
The Mask And Scepter Give Anyone Complete Control of Pokémon - In One Limited Area Jessie first tests the artifacts on James' Victreebel, calling it out of its Poké Ball and ordering it to attack James. Jessie wastes no time and immediately deploys it on Pikachu, taking control of Pikachu's mind and forcing it to come with them. Every Pokémon Ash and co. call to stop them falls under Jessie's control, and worse still, she has Pikachu to defend her now.
Such an ancient artifact obviously poses a huge risk in Team Rocket's hands, so it turned out to be quite fortunate that it had a limited area it could affect. Its existence provides an interesting insight into an era before Poké Balls, showing that humans in the Pokémon world have long desired to command the vast powers that Pokémon possess.
