Phil Wright has had to submit a revised planning application for the addition to his house in Manor Road, Darwen, after officials discovered it had been built larger than specified in the original permission. The approval of the balcony and rear staircase in October angered neighbours and resulted in official complaints to Blackburn with Darwen Borough Council and 26 signature petition calling for it to be reversed. While investigating the complaint planning officers discovered the discrepancy between the proposals approved and what was actually built.As a result Mr Wright has submitted a new application for the extension which has generated objection letters from seven nearby residents.

A planning officer’s report recommends it is approved with three conditions. It says: “The current planning application is an amended proposal to the previously approved scheme. “Subsequent to this approval, formal complaints through the Council’s Corporate Complaints process were received on October 31 2022, from the owners of Nos 67 and 71 Manor Road. The complaints relate to the decision making process relating to the planning application and the decision to approve the application despite the objections raised by the complainants and the owner/occupiers of No.65 Manor Road.
