CenterPoint Energy's latest propane storage facility is bringing 300,000 gallons of highly flammable gas to a southwest Houston neighborhood. Residents are worried about possible leaks and explosions.

The residents' are fighting back against a new CenterPoint propane storage facility due to concerns over gas leaks and explosions.When Kenneth Burgess moved to Houston from Pasadena 28 years ago, he chose to build a new life in Southwest Crossing, a peaceful neighborhood 30 miles from the chemical plant where he worked.
CenterPoint, the Houston-based utility giant, started building propane-air peak-shaving facilities throughout the city in 2019, as a part of a $16 billion plan to expand its natural gas infrastructure nationwide in the next 10 years. The latest one in Southwest Crossing would be its fifth in Houston, and is expected be operational by the end of this year.
Right now, the construction of industrial sites mostly is subject to state and federal regulations. In this case, the Railroad Commission of Texas, the state agency that regulates the oil and gas industry, is responsible for approving the storage facility. The city of Houston is in charge of issuing building, fire and occupancy permits, but Houston officials said their hands are tied when it comes to regulating the actual propane tanks.
“I haven’t had a peaceful night of sleep since they started building the thing,” she said. “Every morning, when I hear the loud construction noise, it reminds me of how unsafe the neighborhood is going to be.”CenterPoint said the new Southwest Crossing plant has a safety plan in place, including gas detectors, flame and smoke detectors, fire alarms, and emergency shutdown switches throughout the facility.
Across the country, more than one million Black Americans live within half a mile of oil and natural gas facilities,by the Clean Air Task Force and the National Association for the Advancement of Colored People shows. Amid unpredictable mail delivery during the pandemic, however, multiple neighbors told the Chronicle they did not see the notification until the deadline already had passed.
Both the council member and the Mayor's office said they will work with state officials, including state Sen. Borris Miles, to advocate for legislative changes to prevent the same thing from happening in the future.
