As it happens, despite the distraction and dissembling, there were some startling admissions made by MPs during the evidence. Matt Hancock said: “You know, imagine if this disease had tragically killed children as much as it did old people, and maybe it transmitted twice as easily as Covid; would it then be possible to halt the spread? Of course it would. We would do whatever it took.”
Michael Gove, for his part, gave evidence that stated: “The way discharge of patients from NHS beds into adult social care was handled is an object of regret and concern, and in particular also the spread of Covid-19 because of the use of agency staff who sometimes worked in more than one care home was a factor as well.” Quite so.
Anyone who thought this inquiry was a waste of time should have listened to the bereaved families’ moving testimony at the start, with each expressing guilt about not being able to help their loved ones – a guilt often not shared by our politicians. Among the many valuable changes recommended by the families groups is the need to ringfence pandemic planning and funding. There’s even one call to make the critical triumvirate pandemic planners – scientific advisers, the civil servants and ministers – accountable in law for such planning and funding.
The inquiry cannot give a verdict on the rights and wrongs of austerity. But it can give a verdict on its impact on our vulnerabilities going into the pandemic. And many voters, like the bereaved, would prefer to hear that verdict when they go to the polls next year – not afterwards.
